November 2018 – The Paris rule book, the implementation framework of the 2015 landmark climate change agreement, is to be adopted at this year’s UN climate conference in Poland. Regarding the Paris Agreement’s cooperative approaches, it is clear that Katowice conference can only take basic decisions; the bulk of technical discussions will be shelved for 2019.
On the eve of COP 24, the latest Carbon Mechanisms Review discusses core elements needed to build a solid foundation for Article 6. The authors review the overall state of the negotiations, paint a picture of an effective Article 6.4, and discuss governance models for the different Art. 6 approaches. The issue is complemented by a view on the shipping sector, which has currently debates introducing emission reductions measures, including offsetting provisions.
